the same kind of reaction we're seeing from john mccain because he also is close with chris stevens but he's handling it in a very different kind of way because he's -- he wants -- he's the question asker and hillary clinton is the person who just, you know, again, bears that responsibility. it is clearly weighing very heavily on her. >> secretary of state hillary clinton has taken her seat before the house foreign affairs committee. but we do now have bob bear, the former middle east field officer with us. i wanted to ask you, when do you make of the fact that it has been almost four months, actually over four months and we still don't have anybody in custody responsible for the attack in benghazi. is this a failure of intelligence gathering, a failure of the government in libya to cooperate? what are you hearing? >> well, i think it falls on the shoulders of the libyans to find these people. libya is a chaotic country right now. the attack on algeria, libya played some part -- not at the state, but groups in libya. it is hard to find people when there is no central authority. and also

she did not get into it with mccain. i think the approval ratings you are seeing for hillary clinton is because she has transcended politics. she has been secretary of state, a states woman working and we all see she has worked herself into the point of exhaustion on behalf of our country. once you come back into the political fray and you are opining on divisive political issueatize iss it is a complete different ball game. >> it is physically demanding. anna talks about the travel she does. she was traveling the world. she has everything covered here. but she is going to be 69 years old in 2016. that was the same age of ronald reagan when he was elected. if joe biden were elected he would be the oldest elected. >> you can't avoid that issue. they have answers to it and certainly hillary clinton would because there is precedents with ronald reagan and dwight eisenhower. i think it would be more difficult for joe biden. i wouldn't say it is an insurmountable obstacle. >> i want to go to republicans 2016. i wonder if this

i'm going to start with john mccain. he said he would have liked to hear more outreach while ohio republican rob portman tweeted this. my disappointment was in the speech i think the president missed an opportunity to talk about where we can find common ground. steve king tweeted this, awesome and shockingly liberal address. an epic realignment. so some people said not at all, other people said what i just read. what's your take? >> well, you know, the president won the election so he's certainly entitled to pursue his agenda. i thought it would have been more effective though if he had spoken more in thematic terms. by being as precise as he was is laying out a liberal agenda which is what's usually done in a state of the union. in going back to ronald regan's address, government is not the problem. those are general statements. i thought the way he got specific yesterday made it more of a, again, almost campaign type of address. he's an excellent speaker. even how he was distinguishing the issues, implying that democra

and i strongly irge it be tried and i go back to my armed services committee experience with senator mccain over those years. we had subcommittees and we took it very seriously. we held hearings, brought people in, we had a three-day markup that was sacrisanct but we also had the qdr and the state department submitted that and when i got to the state department i said there is nothing like that. i started the development review, the first ever qddr. you can continue that for me and help the state ask the tough questions the way the qdr is legislated for the defense department. secondly, you can help by making sure that the needs we come to you with, like what are the training needs, the budgetary needs, the bureaucrat particuic that are needed that you help support that. we talked a little bit about the budget but getting that transfer authority if you can help us with the house, it's 1.4 billion marine security guard detachment, 553 million. we've been closely coordinated with d.o. dd. historically, marine security guards don't do security. they only do protection of classified materials.
